We are seeking a detail-oriented and proactive Country Manager to oversee our HR, compliance, and operational activities in Luxembourg. This person will serve as our in-country point of contact for regulatory compliance matters and daily operational responsibilities, including employee onboarding, payroll and invoice payments, HR management, and tax compliance.
The ideal candidate will have experience in regulatory compliance and operations within the Luxembourg framework, along with a background in HR administration and tax reporting. A commitment to advancing global decarbonization efforts and addressing the climate crisis is essential. Our company is focused on making it easier for the industry to originate, structure, and finance climate mitigation projects.
Reporting to the Chief Legal Officer, your responsibilities will include some of the following:
Key Responsibilities:
- Act as the primary in-country compliance officer responsible for preparing and submitting Luxembourg regulatory filings.
- Manage tax compliance and reporting, ensuring timely and accurate filings in accordance with Luxembourg law.
- Serve as the company’s designated Daily Manager for local compliance and operational tasks.
- Oversee HR functions, including employee onboarding, contract management, benefits coordination, policy development and implementation.
- Ensure timely and accurate processing of employee salaries and third-party invoice payments.
- Conduct compliance reviews and internal audits to ensure adherence to regulatory standards.
- Liaise with legal, financial, and government authorities to maintain good standing and meet local obligations.
- Maintain up-to-date records for compliance, tax, and HR documentation.
- Support internal teams with compliance approvals and documentation as needed.
- Monitor changes in relevant Luxembourg laws and regulations, providing updates and implementing policy changes.

Core Requirements
- Luxembourg citizenship or residency is mandatory.
- 7+ years of HR and compliance experience with 5+ years in an in-house role, preferably at a publicly traded company or financial institution
- 2+ years of people management experience.
- Prior experience in a multination company or dealing with cross-border issues.
- Experience building relationships across the organization and managing the full cycle of compliance projects, including obtaining key stakeholder buy-in.
- Prior experience working with fintech or SaaS companies is plus.
Qualifications:
HR & Compliance Expertise:
- 7+ years of experience in HR, operations, compliance, and tax, preferably in Luxembourg including 5 years in-house and at least 2 years in a managerial role.
- Strong knowledge of employment law, tax compliance, HR best practices, and regulatory filings in Luxemburg, Europe, North America and Asia Pacific.
- Familiarity with compliance requirements for entities operating in Europe, North America and Asia Pacific climate and sustainability sectors is a plus.
Operational & Financial Acumen:
- Experience managing payroll, tax filings, and invoice processing systems.
- Strong organizational and documentation skills.
- Ability to oversee administrative workflows with attention to accuracy and timelines
Communication & Professionalism:
- Fluent in English; proficiency in French or German is a plus.
- Strong communication skills and ability to coordinate with internal and external stakeholders.
