Project Manager – Thermal Network (DBFMO, Public Sector)
Hybrid | Project site in Luxembourg + weekly presence in Temse or Brussels | Start: August–September 2025

At C-energy, we’re kicking off a major public infrastructure project in Luxembourg—think heat networks, renewables, HVAC, and more—and we need a Project Manager who can turn vision into reality. Someone who leads, connects, and delivers. Could that be you?
What you’ll do
You’ll lead the execution of a high-impact thermal network project within a DBFMO framework, part of a public tender in Luxembourg. The project includes thermal piping, HVAC systems, electrical installations, thermal PV panels, and geothermal systems. It’s developed within a consortium—your role? Take charge of C-energy’s scope and keep everything on track.
You will:
Lead the project from kick-off through design, procurement, construction, and commissioning
Manage C-energy’s scope within a DBFMO contract setup, reporting to the consortium’s Project Director
Build and guide a multidisciplinary team (internal + external)
Oversee the technical execution of thermal networks, HVAC, electrical and renewable systems
Collaborate with engineers, subcontractors, and procurement teams
Ensure all work meets public sector quality, compliance, and sustainability standards
Represent C-energy in stakeholder meetings, including potential collaboration with Fonds de Kirchberg
Keep planning, budgeting, and reporting watertight – including change and claims management
Coordinate tendering, contracting, and performance follow-up for key packages
What we’re looking for
You are:
A structured doer with strategic insight and a hands-on mindset
A people person who can manage teams, tech, and tension—without breaking a sweat
Confident in public environments, and fluent in French (bonus if you also speak German or Luxembourgish)
You have:
At least 5–8 years of experience in project management for large-scale infrastructure or energy projects
Technical knowledge of HVAC, thermal networks, renewables, and/or electrical systems
Experience with DBFMO projects and public procurement processes
(Nice to have) Previous experience working with Luxembourg’s public sector or Fonds de Kirchberg
You can:
Be on site in Luxembourg regularly and attend team meetings in Temse or Brussels once a week
Work independently from a home office the rest of the time
Use tools like MS Project and others to keep things crystal clear

Votre mission
Vous prendrez en main un projet stratégique de réseau thermique dans le cadre d’un contrat DBFMO pour un client public luxembourgeois. Le projet est réalisé en consortium, et vous êtes responsable du périmètre de C-energy : de la conception à la mise en service.
Vous allez : Piloter le projet de A à Z : conception, achats, construction, mise en service
Gérer le périmètre de C-energy dans le cadre du contrat DBFMO, en reportant au Directeur de projet du consortium
Construire et diriger une équipe projet multidisciplinaire (interne + externe)
Superviser la conception et la réalisation des réseaux thermiques, HVAC, systèmes électriques et énergies renouvelables
Travailler en étroite collaboration avec les ingénieurs et les sous-traitants
Assurer la conformité avec les normes publiques, les critères de durabilité et les obligations contractuelles
Représenter C-energy auprès des autorités locales et parties prenantes (dont le Fonds de Kirchberg)
Gérer le planning, le budget, les rapports, les changements et les réclamations
Coordonner les appels d’offres, les contrats et le suivi des performances
Profil recherché
Vous êtes :
Organisé·e, rigoureux·se et orienté·e solutions
À l’aise avec les environnements publics complexes
Un excellent communicant, capable de fédérer autour d’une mission commune
Parfaitement francophone ; la connaissance de l’allemand ou du luxembourgeois est un vrai atout
Vous avez :
Minimum 5 à 8 ans d’expérience en gestion de projets d’infrastructure ou d’énergie à grande échelle
Des connaissances solides en réseaux thermiques, HVAC, électricité et/ou énergies renouvelables
Une bonne maîtrise des contrats DBFMO et des marchés publics
(Bonus) Une expérience avec des institutions publiques luxembourgeoises ou le Fonds de Kirchberg
Vous pouvez :
Vous rendre régulièrement sur le chantier à Luxembourg
Être présent·e chaque semaine dans notre bureau belge (Temse ou Bruxelles)
Travailler en autonomie depuis votre home office les autres jours
Utiliser les outils de gestion de projet comme MS Project
